Finding and retaining workers remains one of the biggest challenges facing agriculture today. The H-2A program was created to provide a legal guestworker program to help agricultural employers address labor shortages. While participation has increased in recent decades, the program has struggled to keep pace with the needs of today’s operations. New federal legislation aims to modernize the H-2A program to better meet employers’ needs. 

After nearly three years of short-term extensions, Congress is once again debating and drafting comprehensive farm legislation. In May, the House passed the Farm, Food, and National Security Act of 2026 (H.R. 7567), while in late June Senate Agriculture Committee Chairman John Boozman (AR) released the Agricultural Act of 2026, a “discussion draft” providing the Senate a starting point for negotiation with other committee members. 

As of 12:01 AM October 1, 2025, the Federal Government has shut down until congress can agree on a funding bill. It’s anyone's guess as to how long the shutdown will last, so in the meantime, here’s what agricultural producers should know. 

The Farm Bill has been bogged down since the Fall while Congress has battled over funding the government. Given it’s an election year, Congressional leaders have acknowledged if the Farm Bill isn’t passed by mid-year, it will likely be extended for another year leaving it for the next Congress to complete. Several Farm Credit backed proposals have been introduced this Congress that would allow Farm Credit to lean into meeting the capital needs of rural America. The intent is for these “marker bills” to be included in the Farm Bill. Here is a summary of four of them.
