What Producers Need to Know About USDA's New Harvest Fuel Relief Program

Harvest often provides the clearest picture of a farm's financial performance. This year, many producers are balancing strong yields with continued pressure from fuel, input and operating costs. To help address those challenges, USDA recently announced the new Harvest Fuel Relief Program (HFR) , a one-time $8 billion assistance program for agricultural producers.

For producers, the significance goes beyond the dollar amount. The program recognizes the impact that rising operating expenses and market disruptions have had on farm profitability and aims to provide support during a critical time in the production cycle.

How the relief program works

The Harvest Fuel Relief Program will be administered through the Farm Service Agency (FSA) and use a national formula based on FSA-reported planted acres, USDA cost-of-production estimates, and USDA yield and price data.

Eligibility & Payments

USDA has not yet released final eligibility requirements, payment rates, application dates or payment timing. However, they have provided information that payment rates for Title I commodities will be released in November.

Payment methodologies for other eligible commodities will be announced at a later date. USDA is encouraging producers of non-Title I commodities, including specialty crop growers, to submit fuel-cost information as payment methodologies continue to be developed.

Crop Insurance Not Required

USDA has stated that participation in the Harvest Fuel Relief Program does not require crop insurance. However, USDA continues to encourage producers to utilize available risk management tools, including crop insurance, to help manage future price volatility and production risk.

Steps Producers Can Take Now

While enrollment has not yet opened, USDA is encouraging producers to establish a Login.gov account in advance of the application period. Producers with linked accounts will be able to access pre-filled applications when sign-up begins.

Producers may also want to:

  • Verify acreage reporting with FSA is accurate and current.
  • Review 2026 fuel and operating expenses.
  • Monitor USDA updates regarding payment rates and enrollment details.
  • Consider how potential assistance could affect year-end cash flow and working capital needs.

The Harvest Fuel Relief Program represents a significant effort to help producers manage the financial pressures created by higher operating costs and market uncertainty during the 2026 crop year.
